Trump Announces Counsel Change Effective September 1
President Trump announced Sunday that Will Scharf will become Assistant to the President and White House Counsel, effective September 1. Scharf will replace David Warrington, who has served as White House Counsel since January 2025 and will be returning to the private sector. Trump praised Warrington for doing a “truly outstanding job” both in the White House role and earlier for his presidential campaign. That is how a handoff should look, which may confuse Washington lifers who seem to think every personnel move needs three leaks, four panic pieces, and a cable news meltdown.
Will Scharf Moves Up From Staff Secretary
Scharf is currently serving as White House Staff Secretary, a role Trump said he has handled in “amazing” fashion. Trump also said Scharf has served as Chairman of the National Capital Planning Commission. In the president’s statement, he called Scharf “Tough, Strong, and Smart” and said Scharf loves the country and respects the law. Trump also pointed to Scharf’s background as a former federal prosecutor, his work in private practice, and his clerkships for two federal appeals court judges. He also noted Scharf was a top student at Princeton University and Harvard Law School.
A Familiar Face From Trump’s Legal Battles
Trump said he knows Scharf well because Scharf previously represented him in numerous cases, including at the Supreme Court. The president tied that work to what he called the Biden Administration’s “corrupt and illegal campaign of Weaponization.” Scharf also served on Trump’s legal defense team in the presidential immunity case that went all the way to the U.S. Supreme Court. In other words, this is not some random résumé pulled from the swamp’s recycling bin. Scharf has already been in the legal trenches on matters tied directly to Trump’s presidency and constitutional authority.
The Supreme Court Immunity Ruling Still Matters
In July 2024, the Supreme Court ruled 6-3 that Trump has absolute immunity for his core constitutional powers. The Court also ruled that former presidents are entitled to at least a presumption of immunity for their official acts, while making clear there is no immunity for unofficial acts. That decision remains one of the major legal markers surrounding Trump’s fight against the cases brought during the Biden years. With Scharf stepping into the White House Counsel role, Trump is putting a lawyer in place who has direct experience with those high-stakes arguments and the legal pressure aimed at his administration.
