California’s Voter ID Fight Gets a New Ballot Label
California Republicans are raising alarms after Democrat Attorney General Rob Bonta changed the wording for Proposition 39, a voter ID and citizenship verification measure headed for the state’s 2026 ballot. The initiative would require voters to prove citizenship when registering to vote, and it would add identification rules for voting in person and by mail. When organizers gathered signatures, the official description called it a measure to establish additional voter identification and citizenship verification requirements. Now, with the election getting closer, Republicans say Bonta swapped in language that frames the measure as something much darker. Funny how “please prove you are who you say you are” can become a five-alarm civil rights crisis once Sacramento gets its hands on the wording.
The New Wording Carries a Very Different Punch
The original title from September 19, 2025, said the initiative “establishes additional voter identification and citizenship verification requirements.” The updated language from July 21, 2026, says it “prohibits citizens from voting unless they present government-issued identification.” That is not a small edit. That is a whole new sales pitch, and not exactly the friendly kind. The updated summary also says mail ballots could be invalidated if the voter’s envelope does not include the last four digits of the government-issued identification number matching the number tied to that voter’s registration. It also says in-person voting would be prohibited without government-issued ID and that election officials would have to report the percentage of voters in each county whose citizenship status has been verified.
Carl DeMaio Says the Ballot Language Could Scare Voters
Republican Assemblyman Carl DeMaio, who also chairs Reform California, accused Bonta of manipulating the ballot title to push voters away from the measure. DeMaio said the new title is meant “to encourage people to vote no” and “to scare voters away,” arguing that it falsely suggests citizens would be blocked from voting. He also called Bonta’s move “illegitimate,” “corrupt,” and “dishonest,” saying the attorney general does not support the initiative and is using the ballot language against it. Ballot titles matter because many voters see that language before they see anything else. If the referee gets to rewrite the scoreboard, nobody should act shocked when the crowd starts booing.

Supporters of Proposition 39 argue that voter ID and citizenship checks are basic safeguards for a fair election system.
